BUDGET REVIEW

 

Fire

 

Chief Klauber gave an overview of the Fire Prevention budget.  It has no added personnel, and overtime has been reduced.  There are no requests for new vehicles or apparatus.

 

Councilor Benson questioned ambulance increase in revenue.

 

Councilor Coyle and Fairbanks arrived at 7:12 p.m.

 

Chairman Metts asked that the two Councilors be allowed to review the Personnel budget before he continues.

 

Councilor Coyle moved to go into Non-Public session regarding personnel issues regarding the number of personnel in the Fire Department, seconded by Councilor Carney.

 

Town Administrator Stenhouse read the Statue for Council in regards to Non-Public Sessions under 91A.   He stated that a specific explanation needs to be given and a roll call vote is done as required by the Statue.

 

Councilor Coyle called for a Non-Public session under RSA 91A:3, IIA. discharge, promotion or compensation of any public employee.

 

Chairman Metts asked if there was a specific employee he had in mind.

 

Councilor Coyle replied, “No but I do have compensation in which I do not want to get into out here.”

 

Chairman Metts, “Okay”.

 

On the motion: Vote: 5-2-0   (Benson and Wetherbee)

Move to Non-Public Session 7:15 p.m.

 

8:15 p.m. meeting resumed (No action was taken in the Non-Public Session)

 

Councilor Coyle questioned Line Item 290 Technical Rescue Training and Line Item 292 Uniforms.

 

Councilor Chirichiello questioned Line item 310 Architect/Engineering for English Range, Central and Island Pond Fire Station.

 

Councilor Carney & Councilor Fairbanks had questions regarding Line item #390 Employee Physicals and if they were done on the clock.

 

Chairman Metts questioned billing of the Ambulance Service.

Councilor Fairbanks needed to have a constituents question answered regarding Ambulance Billing.

 

Councilor Carney questioned Line Item 411 specifically the Hampstead Stations use of Oil for heating.

Chief Klauber explained that this station was just insulated and new doors installed.  It was difficult to know what saving there would be in heating.

 

Moved by: Councilor Coyle to reduce line item 411 by $3,000, for a total of $34,115, seconded by Council Fairbanks.   Vote: 7-0-0

 

Councilor Carney questioned Line item 440 Artifacts storage units as to what was in them.

Chief Klauber explained that when the museum moved from the former downtown station there was not enough room to house the fire department history & records in existing facilities.  Some are in heated storage and some are not.

Councilor Carney would like to see other storage places for this.

 

Councilor Coyle asked for an explanation of line item 610 protective clothing replacement program.  Chief Klauber stated it was a 5 year replacement program

Councilor Benson inquired how many are done per year. Chief Klauber stated 15.

 

Councilor Fairbanks asked how many working fires there were last year.  Chief Klauber stated there were 12.

 

Councilor Fairbanks questioned Line Item 630 required for operations maintain and upkeep of facilities

Chief Klauber explained that it is general maintenance for buildings, they do not contract out for these types of repairs.

 

Moved by - Councilor Carney to reduce line item 690 by $9500 for exercise equipment, seconded by Councilor Coyle.  Vote: 3-4-0 (Wetherbee, Chirichiello, Benson, and Metts) Failed

 

Councilor Benson, Chirichiello and Coyle had discussion with Chief Klauber regarding this equipment.

 

Councilor Coyle questioned the purchase of Line item 740 Thermal Imaging Cameras and asked if one could be purchased in the FY08 budget.

 

Moved by - Councilor Coyle to reduce line item 740 by $47,500, for a Thermal Imaging Camera and Cardiac Monitor, seconded by Councilor Fairbanks. 

Vote: 2-5-0 (Wetherbee, Carney, Chirichiello, Benson and Metts) Failed

 

Moved by - Councilor Coyle to reduce line item 740 by $12,500 for one Thermal Imaging Camera, seconded by Councilor Carney.  Vote: 7-0-0

 

Moved by - Councilor Coyle to reduce line item 110 by $100,000, seconded by Councilor Fairbanks.    Motion: Withdrawn

 

Councilors discussed Line item #110 and a reduction in personnel for departments.

Frank Childs explained the Finance aspect of how it would be removed line by line.

 

Councilor Coyle moved to Table Total personnel costs, seconded by Fairbanks.  3-4-0 (Carney, Chirichiello, Benson and Metts) Failed

 

Moved by - Councilor Coyle to reduce line item 110,120, 140,190,200,240,290,292 by $100,000, seconded by Councilor Fairbanks.  Vote: 2-5-0 (Wetherbee, Carney, Chirichiello, Benson and Metts) Failed

 

Councilor Chirichiello moved the bottom line of $9,465,750 seconded by Councilor Benson.  Vote: 5-2-0 (Fairbanks and Coyle)

 

Dispatch

 

Chief Klauber and Lt Scholbe gave an overview of this area of his department. 

 

Council and Chief Klauber had a discussion on the revenue regarding Ambulance Contracts with other Towns.  Contracts expire in June 2008.

 

Councilor Coyle discussed why a Lieutenant Fireman is in charge of the Dispatchers and why a civil isn’t being used for that position.  Chief Klauber explained the union contract and his authority to assign.

 

Councilor Coyle questioned training in Line item 291.

 

Councilor Carney moved the bottom line of $736,694, seconded by Councilor Benson. 

Vote: 6-1-0 (Coyle)

 

Frank Childs reminded Council that there were two items that were requested by them on Tuesday evening that he has provided.   They are the Status of the Capital Reserve Funds as of March 31, 2008 and Detailed Schedule of Outstanding Bonds.

 

Emergency Management

 

Councilor Coyle moved the bottom line of $75,711, seconded by Councilor Chirichiello.

Vote: 7-0-0

 

Chairman Metts questioned why we have three IT departments.  (Fire, Police & IT Town)

Chief Klauber explained it is because it is presently site specific.
