–Independent Auditors Report for the Fiscal Year Ended June 30, 2007
Bob
gave an overview of the report via power point presentation. No significant conditions were found during
the audit and, as a result, no written management letter was deemed necessary.
Congratulations to the Town and its Finance staff on continuing efforts to
maintain the highest level of internal controls. No new accounting policies were adopted, there
were no disagreements with management, no unusual issues were discussed prior
to their retention as auditors and any adjustments found, which were few and
minor in nature, were booked by management.
Mr. Vachon stated that both his firm and the
Town’s Finance Department felt this audit went very smoothly. Frank
Childs CFO and Chairman
Bulkley asked how the drop in interest rates would affect the forecast. Frank Childs
replied that the drop in interest rates will negatively affect interest
income earned during FY08. He further
stated that Finance had been working with the Treasurer to provide support
for her efforts to maximize the amount of interest that can be earned. The Treasurer locked $15 million into a 90-
day CD before the recent major drop in rates. Public Hearing

Carney asked what the lifespan of these laptops are. Move
to authorize the Town Administrator to enter into a (4) four-year capital
lease for the purchase of (12) rugged laptop computer for the Police
Department funded by the following: A) Move a supplemental appropriation
in the amount of $59,648 to Police Machinery & Equipment (740) derived
from offsetting Capital Lease Revenue of $59, 648. B) Move a budget transfer in the
amount of $17,110 from Police Rental and Lease (440) to Police Capital Lease
Debt (980). Motion

Vote: 7-0-0 Chairman Bulkley offered
anyone from the audience to come forward on 08-10 Private Roads Ordinance to
speak as this Item had been removed from this evening’s agenda due to non-
publication of the ordinance as stated in the Town Charter section 6.1c. (No public input) The ordinance will be read in it’s entirety
at the February 5th meeting under the consent agenda then
published in the newspapers for Public Hearing on February 19th.
Public
Forum Ellie Sarcione, Chairman
Bulkley had asked TA Stenhouse to place it in a file for up coming
appointment to the Board & Commissions that would take place after the
March elections. Chairman Bulkley did
reply to Ms Sarcione via email regarding her
letter. Chairman Bulkley also publicly
apologized for his actions to Ms Sarcione. Some Councilors
felt this was an unfair act on the Chairman’s part due to the fact they were
not informed of this letter and the Council as a whole appoints people to the
Boards and Commission. and felt that proper protocol was not followed.. Chairman
Bulkley called for Alternates for the Conservation Commission and Ms Sarcione to agendized for the
February 5th meeting. Doug
