Administrators Report

 

Robert Vachon, Vachon, Clukay & Co., PC –Independent Auditors Report for the Fiscal Year Ended June 30, 2007

Bob gave an overview of the report via power point presentation.  No significant conditions were found during the audit and, as a result, no written management letter was deemed necessary. Congratulations to the Town and its Finance staff on continuing efforts to maintain the highest level of internal controls.  No new accounting policies were adopted, there were no disagreements with management, no unusual issues were discussed prior to their retention as auditors and any adjustments found, which were few and minor in nature, were booked by management.  Mr. Vachon stated that both his firm and the Town’s Finance Department felt this audit went very smoothly.

 

Frank Childs CFO and Janice Mobsby, Controller presented the FY08 first quarter financial report of the Three Month Ended September 30, 2007.  On track for 1st quarter FY08.  2nd Quarter results will be presented and discussed with the Finance Committee on February  13, followed by a presentation to the Council on February 19.

 

Chairman Bulkley asked how the drop in interest rates would affect the forecast.

Frank Childs replied that the drop in interest rates will negatively affect interest income earned during FY08.  He further stated that Finance had been working with the Treasurer to provide support for her efforts to maximize the amount of interest that can be earned.  The Treasurer locked $15 million into a 90- day CD before the recent major drop in rates.

 

Public Hearing

 

08-05     Influenza Phase III Grant (Health Dept)

 

Kerran Vigroux gave an explanation of this grant.  Its focus would be for Public Health preparedness for pandemic influenza and food pandemics.

08-06     Cities Readiness Initiative Phase III Grant (Health Dept)

 

Kerran Vigroux explanation: Focus is on POD sites in Southeastern NH for ability to receive, distribute and dispense Strategic National Stockpile. (Vaccination Stations)

08-07     Citizen Corps Council Grant (Health Dept)

 

Kerran Vigroux explanation: Assists local communities with Medical Reserve Corp, Community Emergency Response Team (CERT), and Neighborhood Watch Programs.

Move that the Derry Town Council approve the application for, and the acceptance and expenditure of the Citizens Corps Council Grant, in the amount of $14,200.00.  Motion by: Councilor Fairbanks, Seconded by Councilor Carney Vote: 7-0-0

 

Chairman Bulkley asked to have the prospective Board openings and CERT information posted to the website.

 

08-08     Medical Reserve Corps Grant (Health Dept)

 

Kerran Vigroux explanation: Provides recruiting, training, deploy and retain volunteer health professionals and others who will contribute their skills and expertise in response to threats of terrorism, public health emergencies, and other community needs.

Move that the Derry Town Council approve the application for, and acceptance and expenditure of the Medical Reserve Corps Grant, in the amount of $5,000.  Motion by: Councilor Coyle, Seconded by Councilor Metts Vote: 7-0-0

 

08-09    Supplemental Appropriation of $59,648 –Police Department Computer Lease
            Program

 

Chief Garone and Capt Feoli – during the process of request for proposals for this equipment it was discovered that it would be disadvantageous to enter into an operating lease to acquire the laptops.  It would be fiscally prudent for the Town to enter into a capital lease program to obtain the computers.

Councilor Carney asked what the lifespan of these laptops are.

 

Move to authorize the Town Administrator to enter into a (4) four-year capital lease for the purchase of (12) rugged laptop computer for the Police Department funded by the following:

A)      Move a supplemental appropriation in the amount of $59,648 to Police Machinery & Equipment (740) derived from offsetting Capital Lease Revenue of $59, 648.

B)      Move a budget transfer in the amount of $17,110 from Police Rental and Lease (440) to Police Capital Lease Debt (980).

Chairman Bulkley offered anyone from the audience to come forward on 08-10 Private Roads Ordinance to speak as this Item had been removed from this evening’s agenda due to non- publication of the ordinance as stated in the Town Charter section 6.1c.  (No public input)  The ordinance will be read in it’s entirety at the February 5th meeting under the consent agenda then published in the newspapers for Public Hearing on February 19th.

 

 

Public Forum

 

Ellie Sarcione, Chester Rd – Asked Council what happened to her letter of intent to serve on the Derry Conservation Commission.  The letter was dated November 2, 2007.

 

Chairman Bulkley had asked TA Stenhouse to place it in a file for up coming appointment to the Board & Commissions that would take place after the March elections.  Chairman Bulkley did reply to Ms Sarcione via email regarding her letter.  Chairman Bulkley also publicly apologized for his actions to Ms Sarcione.

 

Some Councilors felt this was an unfair act on the Chairman’s part due to the fact they were not informed of this letter and the Council as a whole appoints people to the Boards and Commission.  and felt that proper protocol was not followed..

 

Chairman Bulkley called for Alternates for the Conservation Commission and Ms Sarcione to agendized for the February 5th meeting.

 

Doug Newell, English Range Rd – Had a letter present from Dave Caron Town Manager of Londonderry regarding the Town of Londonderry’s commitment to Exit 4A.  A Bond has not been issued by the Town of Londonderry for the $5M.

 

Joe Dichiaro, Humphrey Rd- Doesn’t consider the Exit 4A project to be a good idea.

 

Al Dimmock, High St – Unhappy with Councils actions this evening.  Asked Chairman Bulkley to respectfully resign as Chair to the Town Council.

Council Request

 

Councilor Fairbanks – Referred to the Town Charter regarding the Town Administrators position on the Planning Board.  There is presently an appointed member who sits for the Town Administrator.

 

Town Administrator Stenhouse said he would seek counsel on this position.

 

Councilor Fairbanks – for a list of inventory of vehicles before the budget sessions begins.  She has asked for this before and has not received it.  Also in regards to Charter section 7.2 regulations of fees.  She would like to discuss a regulation of fees for rental of Vet’s hall as there is a renter who does not pay full price and she believes that this should be inline with other fees for rentals.

 

Council Metts – Has heard from Mark Samprol Rail Trail Alliance are they on the agenda for February 5th?  

 

Chairman Bulkley yes they are.
