Karen Vigroux presented the briefing on the Mosquito/EEE Program.  The briefing consisted of the State of New Hampshire program that is presently in place trapping and testing mosquitoes in Derry.  The Trappings are in place due to the surrounding communities, which have positive pools of mosquitoes.  Derry, at this time, has not had any positive pools. 

 

Councilors asked questions pertaining to the cost of spot adultercide spraying, and the implementation of a Mosquito Control Plan for 2007. 

 

Council discussed surveillance for the remainder of 2006 season, which ends after the second frost in Mid October. Would like to add this to the September 5, 2006 agenda for the transfer of funds for Mosquito Surveillance.  [Transfer not necessary as funds come from the emergency Preparedness Budget.]

 

Chairman Chirichiello poled the council for approval to authorize up to $4,000  of town funds for the cost of Mosquito Surveillance.     7-0-0 in favor.

 

 

Private Roads discussion and Alternatives. Also a petition by McKinley and Lake Shore Ave.

 

Town Administrator Marcoux gave an explanation of the past information obtained regarding this subject.  This has been an ongoing issue for many years.  It is a recommendation that a sub-committee be formed to review this issue and the materials gathered over the years. The Committee should consist of two council members, two planning board members, one public works member,  one resident from a private road and one resident from a non-private road.

 

Alan Cote gave councilors insight to the many different aspects of maintaining private roads and expectation of residents once a private road is maintained. He also explained that in making a private road public there is a dedication and acceptance procedure for these roads.  It is a complicated issue.

 

Councilors asked questions regarding prior committees on this issue, a time frame for the sub-committee, the town’s liability if private roads are accepted and they are not up to today’s standards, whether these roads are posted.  It was suggested that the residents have to convey the roads to the town; citizens should be contacted and surveyed to see what they want. Then the town can ask the residents of the road to split the cost.

 

Alan Cote stated that if a road is petitioned for a layout and the residents waive any compensation for the land that it could be taken and a betterment assessment charged.

 

Councilor Reisdorf and Councilor Ferrante are the Councilor Reps for the Private Roads sub-committee. Paul Kimball, Citizen on Private Roads.  DPW Director appointed  Alan Cote as his designee. Citizen not residing on a private road is needed.  [Ron Goldthwaite, 3 Scenic Drive came forward].  The Council also discussed the advantage of having a former Council member with the history of this issue as an AdHoc member.  They suggested Fred Tompkins.  [Mr. Tompkins was asked and voluntarily accepted.]  The other suggestion of having a Fire Department Representative on the committee was discussed.  It was left up to the committee to invite a Fire Department Representative when needed in their discussions.

 

Timetable for Private Road Committee should be ninety days.

 

Winter maintenance should be enacted at the Sept. 19th  Council Meeting.

 

Chairman Chirichiello called for adjournment and go into non-public, motion by Councilor Coyle, second by Councilor Ferrante.
