objection by Councilor Carney on item #07-74. Move Public Hearing 07-74 to
September 18, 2007 Town Council Meeting. Councilors are asked to submit
questions to TA, Gary Stenhouse. There
will be a public meeting held by the State on 9/12/07 at the DMC, 7:00 p.m. Consent Agenda approved with (Correction to 07-74) Chairman’s Report – Councilor
Ferrante acknowledged one of Administrator’s Report – Larry Budreau will be acting TA
while Town Administrator Stenhouse will be away from 8/18-9/3/07. EEE Monitoring is in the watch stage as
larva sites were sprayed the Spring. Public Hearing - None New Business

EMERGENCY PREAMBLE – Amend the Code of the Town of Derry, Chapter 150,
Section 150-4 Prohibited Parking, to add Mt. Pleasant St – East Side – for a
distance of 180’ in the Northerly
direction from East Broadway and Mt. Pleasant St – West Side – for a distance
of 130’ in the northerly direction from East Broadway Discussion:
Grant Benson gave an explanation of the Highway Safety Committees
report. He explained the reason for
the Emergency Preamble due to timing.
Council discussed if there was a necessity for the Preamble. Motion on the Preamble by
Councilor Ferrante, seconded by Councilor
Chirichiello. Vote: 4-3-0 ( A Public
Hearing will be scheduled on item # 07-76 on 9/4. 07-77
Authorize the Town Administrator to sign contracts on behalf of the
Town with respect to grant contracts with New Hampshire Department of
Environmental Services Motion: The Old Business 07-67
Approval of ATM for the Motion: Move to authorize the Town
Administrator to execute the ATM space lease agreement, accept the
transaction amounts of $.35 per approved ATM transaction if the volume
exceeds 500 per month and $.25 with volume less than 500, and authorize the Tax
Collector to proceed with installation of the ATM at the Derry Municipal
Center by Councilor Coyle, seconded by Councilor Carney. Vote: 7-0-0 07-17
VOTE – Amendment Tom
Carrier made a brief overview of the changes in the Water Supply and Well
Installation Regulations request by the Town Council. Council discussed changes made and the last
three updates to the regulations. Motion: The Derry Town Council
moves to adopt into the Code of the Town of Derry revised and amended Water
Supply and Well Installation Regulations dated August 14, 2007 and further to
amend the Code of the Town of Derry Chapter 30 Building Code Section 30-2 B
108.x.4 1 and 2 to increase the well permit fee for all categories by $25.00
by Councilor Carney, seconded by Councilor Ferrante. Vote: 3-4-0 (Coyle, Chirichiello,
Fairbanks, Metts) Public Forum – non-agenda items Mike Houle, Derry
Policeman’s Association – discussed Police Department morale and referenced
report given Council on the issue. Raigh Paradis, Al Dimmock, High St –
discussed article in newspaper regarding comments made in reference to
Councilor Fairbanks, Maureen Rose and himself. Bruce Brown, Ann Evans, Derry Feed – spoke in regards to Police
Department and Extension of Manning St. Eddie McGillan, Mike Gill, Bill Cooper, Central St – Questioned when Manning
St Extension free-petition would be addressed again. Also questioned when Senior Citizens would
get a discount on Comcast Cable. Councilor Bulkley asked for Manning St. Extension
to be agendized for 9/18/07 Town Council Meeting. Council Requests/open discussion
Councilor Carney – Remind people that the save the
Children’s MET Museum is still in need of fund and to call Tracy LaPlante at 425-2560. Councilor Councilor Metts – as a follow-up he and Councilor Ferrante have gone down to the Parking lot to check it
out. Suggested that a removable speed
bump be put in to slow cars down. Councilor Coyle – Spoke in regards to the
prosecutor’s position and would like to know when it would be scheduled. Chairman Bulkley replied first meeting
in October. He then made a motion to go back into Non-Public
after this meeting is adjourned. Councilor Ferrante
– Would like to meet with internal department heads to come up with a plan
for Economic Development. Would like
to move forward and do this first before the Economic Development Director
comes on board. Another Living
Treasure Roy Feinaur turns 90 yrs old on Saturday. Councilor Carney – Believes Council should wait for the Economic Development Director to come onboard, “we need to have fresh leadership.” Councilor Metts – Should wait for the Town Administrator to get more established before hiring the Economic Development Director. Councilor Chirichiello – Wanted to welcome Anthony’s Cucina, a new business in the downtown. Motion to go into
Non-Public by Councilor Coyle, seconded by Councilor Metts. Vote: 7-0-0 Adjourned Public Meeting 8:55 p.m. Recording
