BUDGET WORKSHOP

 

 

Review of Listing of “Flagged” items through 4/11/07 Workshop by Frank Childs.

 

Councilor Carney stated he did not want to remove the $3000 for the exercising equipment from the Fire budget he requested the Fire Chief to ask for matching funds from the Firefighters Union.

 

Administration

 

Larry Budreau present.

 

Councilor Carney Motion to create a position for a Director of Economic Development in the Administration line item 110 with a Salary of up to $113,000, second by Councilor Coyle. (Funds are already in budget $50,000 in Administrators’ budget, $60,000 from DEDC not requesting funding would only need to add $3000) Withdrawn

 

A lengthy discussion ensued in regards to other suggestions and compensation for this position.

 

Motion: Create a position for a Director of Economic Development with a salary & benefits, up to $113,000 Carney, second Coyle

Vote:  5-2-0 (Ferrante, Bulkley)

 

Motion: Reduce line item 110 by $1530 Coyle, second by Metts. (Metts withdrew his second)

 

Reduction of line item 190 by $3000 previously moved to line item 200 as previously stated.

 

Line item 390 reduction of $50,000 transfer to line item 110

 

Line item 560 discussion on Administrator dues and subscriptions.

 

Line item 625 discussion on Postage

 

Motion: Remove $1500 from line item 625 by Chirichiello, second Fairbanks

Vote: 7-0-0

 

Councilor Chirichiello motioned the bottom line for Administration in the amount of $672,063.  Second by Councilor Metts. Vote 7-0-0

 

Information Technology

 

Frank Childs & Janice Mobsby explained revenue.

 

Doug Rathburn gave a brief overview of the department and highlight of his budget.

 

Line item 390 – transfer questions were asked for explanation.

 

Line item 690 – questions for Utrium tape library were asked for explanations.

 

Motion: Transfer $9000 from the DEDC budget in FY07 to purchase Finance Server in FY07 and remove from FY08 budget. Coyle, second Carney

Vote: 4-3-0 (Ferrante, Chirichiello, Bulkley)

 

Frank Childs explained that there would be a need to have the Council approve a budget transfer for this $9000.

 

Councilor Metts motioned the bottom line for IT in the amount of $588,698. Seconded by Councilor Coyle.  Vote: 7-0-0

 

Community Development - Planning

 

George Sioras gave overview of highlights of his budget.

 

Line item 110 – discussed retirement of Secretary and benefits for replacement

 

Line item 330 – changed to $10,000. Questioned were asked in regards to use of this line.

 

Motion: Reduce line item 330 by $5000, Fairbanks, second by Coyle.

(Motion removed)

 

Line item 560 – discussed So. NH Planning dues and services provided to Town.

 

Line item 830 discussion on why this was put into Planning Budget.

 

 

Motion: Move Line 830 to the Human Service Department budget in the amount of $12650, by Metts, second Coyle.  Vote:  7-0-0

 

Councilor Metts motioned the bottom line for Planning in the amount of $255,291. Seconded by Councilor Coyle.  Vote: 7-0-0

 

Public Works

 

Mike Fowler gave a overview of the departments ten divisions, supplies and projects.

Highway

 

Line item 110 – discussion on consolidation of the Cemetery department into Highway

 

Line item 140 – explanation of allocation of overtime

 

Line item 430 – explanation of 13 and 14 Road repairs and maintenance. Flagged

 

Discussion on the Rte 28 TIF District, connection of Manning St., and Birch St intersection.

 

Line item 730 – lengthy discussion on sidewalks and Manning St ext.

 

Motion: Reduce line item 730 by $142,000 Chirichiello, second Ferrante.

Line item 740 – discussion on Loader

 

Motion: Remove line item 740 in the amount of $228,000, Carney, second by Coyle.

Vote: 1-6-0 – Failed (Fairbanks, Metts, Coyle, Chirichiello, Ferrante, Bulkley)

 

Motion: Reduce line item $90,000, $15,000 for Maintenance & $75,000 Capital Reserve fund for future purchase, Fairbanks  (no second)

 

Motion: Reduce line item 740 to $15,000 for maintenance, Fairbanks, second by Coyle.

Vote: 2-5-0 – Failed (Coyle, Chirichiello, Ferrante, Metts, Bulkley)

 

Councilor Chirichiello motioned to move bottom line of Highway Department in the amount of $3,921,421. Seconded by Councilor Coyle. 

Vote: 5-2-0 (Chirichiello, Fairbanks)

Buildings & Grounds

 

Revenue questions regarding 18005001 – 035032. Which contain Leases on Adams Building, Kendall Pond Cell Tower income.

 

Line Item 110 Discussion on part-time person.

 

Motion: Remove from line item 110 in the amount of $14,633 by Coyle, second by Fairbanks. Vote: 6-1-0 (Ferrante)

Line Item 720 discussions on renovation of Veteran’s Hall.

 

Motion:  Reduce line item 720 into $20,000 for Veteran’s Hall maintenance and transfer $80,000 to 930 Building & Grounds Capital Projects specifically earmarked for Veteran’s Hall, by Coyle, second by Metts.  Vote: 6-1-0 (Chirichiello)

 

Motion: Amend line item 490 for an additional $10,000 for the demolishing the Upper Village Hall, Coyle, and second Metts.  Vote: 6-1-0  (Chirichiello)

 

Councilor Metts motioned to move the bottom line of Building & Grounds in the amount of $750,246. Seconded by Councilor Carney.

Cemetery

 

Mike Fowler stated Highway would manage the Cemetery operations.  Gave highlights of changes and acquisitions.

 

Line Item 110 – questioned recommended amounts for positions.

 

Line Item 120 – questioned what this line item consisted of temporary positions.

 

Line Item 430 – questioned drop in repairs & maintenance amount.

 

Line Item 740 – discussion on purchase of mini excavator for grave openings, etc.

 

Motion by Councilor Coyle to move the bottom line in the Cemetery budget in the amount of $269,959. Seconded by Councilor Fairbanks.  Vote: 7-0-0

 

Code Enforcement

 

Mike Fowler gave department explanations. Bob Mackey present.

 

Line Item 110 – questioned need for two personnel in department

 

Councilor Carney motioned to move the bottom line in the Code Enforcement Department in the amount of $419,462. Seconded by Councilor Chirichiello.  Vote: 7-0-0

 

Recreation

 

Mike Fowler gave highlights of the department overview. Revenue - there is a drop in the Alexander-Carr Trust fund. Eric Bodenrader present.

 

Line Item 120 questioned regarding vacancy.

 

Councilor Carney questioned parking issues at Dog Park.  Requested look into more parking spaces.  Councilor Fairbanks asked that it be researched in connecting our bike path to Windham’s. Chairman Bulkley asked that Mike Fowler look at the paving of the bike path.

 

Councilor Coyle motioned to move the bottom line in Recreation in the amount of $569,294. Seconded by Councilor Metts.  Vote: 7-0-0

 

Parks

 

Mike Fowler gave and overview of this department.  Revenue - there is a drop in MacGregor Trust fund.

 

Line Item 120 brief discussion of reducing this line.

 

Line Item 430 requested explanation of this line.

 

Line Item 410 requested explanation of the lighting on timers in parks.

 

Line Item 310 requested explanation of expense. Humphrey Rd required by DES.

 

Line Item 740 requested explanation of items for repair.

 

Line Item 760 – discussed replacement of vehicles. Flagged

 

Councilor Metts motioned the bottom line in Parks Department in the amount of $1,086,753.  Seconded by Councilor Fairbanks.  Vote: 6-0-1  (Chirichiello absent from vote)

 

Transfer Station

 

Mike Fowler gave key highlights from this department. Explained enactment from the State of NH regarding TV/Computer mandate on 7/1/2007. Joan Cornetta present.

 

Discussion ensued regarding this new mandate.

 

Motion to increase revenue line 18804000 – 034045 by $40,000 by Coyle, second Fairbanks

Vote: 7-0-0

 

Line Item 490 requested explanation of increase in line.

 

Councilor Carney motion to move the Transfer Station bottom line of $1,592,134.  Seconded by Councilor Ferrante.  Vote: 7-0-0

 

Vehicle Maintenance

 

Mike Fowler there is no revenue in this department & Paul Noe present.

 

Line Item 630 discussions on cutting edges.

 

Motion to decrease line item 660 by $2000 Fairbanks second by Chirichiello. Vote 7-0-0

Motion to decrease line item 630 by $8000 Chirichiello second by Metts. Vote: 7-0-0

 

Councilor Fairbanks motioned to move the bottom line in Vehicle Maintenance in the amount of $432,239. Seconded by Councilor Carney.  Vote: 7-0-0

 

WasteWater

 

Tom Carrier, gave an explanation of the budget and highlights.

 

Discussed replacement of roof on building.

 

Councilor Chirichiello motioned to move the bottom line in WasteWater in the amount of  $2,364,328. Seconded by Councilor Coyle.  (This budget does not impact the tax rate)

 

Discussion ensued regarding the department vehicles.

 

Vote: 7-0-0

 

Water

 

Tom Carrier gave explanation of budget decreases.

 

Councilor Coyle motioned to move the bottom line in Water in the amount of $2,442,420.

Seconded by Councilor Chirichiello.  Vote: 7-0-0
